Dead Tanks Do NOT Disappear Correctly during Testing of New Changes

Update all Enums to inherit from 'Short' value Types

Currently, all Enums inherit from int value types.  This is not necessary, since most enums only have 10 or less values.  Therefore, I am going to update all enums to be shorts. - Ben
